Nicely carved and balls roll around freely

and the bottom of which slides off to reveal three nested brass shot glasses plus a funnel inside

I assume it was made with the educational purpose

I believe it is likely masonic, and perhaps an additional head covering was meant to be sewn onto it, I'm not certain.
