It can create a decent number of tokens, and then buff them all up

Older cards had the colored border encompass the cards title, type, and set symbol areas, while the newer redesigned cards added boxes around these and slightly narrowed the colored borders

My guess would have been it was packaged with a toy or some Pokmon cereal as an extra prize but I have not able to find anything so far
