In Commander this will most commonly start on chapter two, and I think thats a reasonable cost for those effects

If "Malefic World" is not face-up on the field, destroy this card

Its effect is stupidly good and no one can say the opposite, thus why I couldn't help myself to put it any lower than fourth on the list
