The second ability is pretty interesting if youre being particularly sneaky and only have a single artifact in your deck since you can guarantee youll get that card
But it came with the inherent cost of being an Action, which a player can normally only use once per turn, and did not give the player to use another Actionso if the player did not draw non-Action cards, it was effectively a waste
Wave-Motion Cannon Having multiple copies of this card (or leaving it alone for several turns) is almost a guaranteed loss for your opponent, which is why its so deadly
