Mollie Parnis is one of my favorite American designers and this little set is one of the reasons why

on one side you have a long and lean silk chiffon sleeve and on the other the cut is pure caftan with no sleeve underneath just a flowing swath of silk chiffon draping to the floor

Note that the waist measurement is that of the inner waist stay - I believe you could potentially adjust this and the corresponding snaps and hooks up or down 1/2" without effecting the drape
